Vice Governor Richard Garin is back as presiding officer of the Sangguniang Panlalawigan during a special session on January 27 after his successful kidney transplant last December 8, 2011. Garin, who was warmly welcomed by the SP members and their staff, said that he is now ready to work although he could not yet get very close to people since he is still under isolation period.
